About the Opportunity
We’re looking for a Compensation and Benefits Specialist with a passion for learning, a kind heart, a positive attitude, and a great sense of humor to join our growing team. The Compensation and Benefits Specialist will design, implement, and administer competitive pay structures that align with our fiscal goals and talent strategy along with benefits strategy and review.. You will serve as the subject matter expert on market trends, internal equity, and regulatory compliance.
The Compensation and Benefits Specialist will be a key player on an incredible team as we execute our mission to help local governments and school districts take the next step from good to great.
Key Responsibilities:
Compensation:
- Administer pay programs, including base salary, bonuses, and annual merit/promotion cycles.
- Manage job architecture and salary structures through regular market benchmarking and job evaluations.
- Consult with the People team and leadership on salary offers, internal equity, and compensation strategy.
- Generate compensation analytics and dashboards to provide People, Finance and Leadership with actionable data.
- Ensure regulatory compliance with pay transparency, equity laws, and wage/hour regulations.
- Maintain HRIS data integrity and support system enhancements or automation initiatives.
- Partner with People and Finance to align compensation planning with departmental budgets and workforce goals.
- Develop communication materials and training to help managers navigate compensation programs.
Benefits:
- Oversee administration of health, dental, vision, disability, life, retirement (401k/RRSP), and leave programs.
- Partner with brokers and carriers on renewals, benchmarking, and plan design optimization.
- Lead annual renewal process including employee communications, open enrollment, and system configuration.
- Ensure compliance with applicable regulations (ERISA, ACA, COBRA, HIPAA, state regulations in US; provincial standards and compliance requirements in Canada).
- Maintain accurate benefits data within HRIS and support system integrations and transitions.
- Develop clear, engaging employee communications to increase benefits awareness and understanding.
- Partner with People leadership to evaluate total rewards competitiveness and sustainability.
- Support leave management oversight (FMLA, state leave programs, short/long term disability coordination).
Critical Skills/Experience:
- Bachelor’s degree in Human Resources, Business, Finance, Economics, or related field.
- 3–5+ years of compensation or total rewards experience.
- Experience with compensation benchmarking tools (e.g., Radford, Mercer, Willis Towers Watson, PayScale, etc.).
- Strong analytical skills and advanced Google Suite proficiency.
- Experience working with HRIS systems (Workday, UKG, SAP, etc.).
- Certified Compensation Professional (CCP) or progress toward certification.
- Experience supporting multi-state or global compensation programs.
- Experience conducting pay equity analysis.
- Experience working in fast-growing or complex organizational environments.

Compensation:
- In the spirit of transparency, we are excited to share the base salary for this position is $100,000 - $115,000 CAD and exclusive of fringe benefits or potential bonuses. If you are hired at ClearGov, your final base salary compensation will be determined by factors such as skills, interview performance, education and/or experience. In addition to those factors, we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is the full base salary for the role. Hiring beyond the base range would not be typical in order to allow for future & continued salary growth. We also offer a generous compensation and benefits package (more information on benefits listed below).
